It seems that referenda just dont succeed in the EU. After France and The Netherlands, its now Ireland's turn to stop Institutional Reform in its tracks.
What is behind these automatic rejections (with the exception of Spain and Luxembourg in 2005)? Are they simple rejections of the texts in themselves, or more down to internal political factors in the countries?

I think the principle is rather: "If you don't know, vote no". According to the latest Eurobarometer survey, the prevailing reason for the no-vote in Ireland was the lack of understanding for the text of the treaty : http://ec.europa.eu/public_opinion/flash/fl_245_en.pdf
