Bad start for the French Presidency...

Up to this point France must have thought that during its European Presidency it would have been able to put in place the Lisbon institutional reforms. Now it seems that it hasn't got of to a good start. How can Sarkozy and Jean-Pierre Jouyet (Secretary of State for European Affairs) deal with this lastet crisis with only a week to go before the Brussels European Council?
Is France able to and is a suitable country to get Europe out of this latest impasse?
